Former Union minister RK Singh on Monday alleged that Chief Election Commissioner Gyanesh Kumar “and his bosses” were violating the law through the manner in which they were conducting the special intensive revision of electoral rolls.
Singh said that the order to conduct the SIR across the country was illegal as section 21 of the 1950 Representation of the People Act says that the exercise can be undertaken only in specific cases, “for reasons to be recorded in writing in each case; and that also only in any constituency or part of a constituency”.
An exception allowed for special cases cannot become a rule, he said on social media. “The Supreme Court order upholding the general SIR was wrong,” he added.
Singh said that the Union government and the Election Commission’s efforts have always been to enrol all eligible voters to deepen democracy. “This is the first time in the history of the country that the mission is to disenfranchise people,” he added.
Singh was a minister in the Narendra Modi government between 2019 and 2024. He was the Union home secretary between 2011 and 2013 in the Manmohan Singh government.
He resigned from the Bharatiya Janata Party in November after he was suspended for alleged activities against the party.
